If people are hostile toward you, you shouldn't be able to trade away everything to them. Sign a bunch of RAs on the same turn to create a path of free technology and you got something that's pretty said: " Trade embargos during peacetime should be a thing. Block a bunch of techs instead of the one you want and you get where this is going. Because of this you can put research into a technology to "block" it from being the free technology that you get from the research agreement.
